NOTE: HHS Expand Access to Childhood Vaccines during COVID-19 Pandemic
On August 19, 2020, HHS issued an amendment to the declaration under the Public Readiness and Emergency Preparedness (PREP) Act authorizing state-licensed pharmacists to order and administer vaccines to individuals ages three (3) through 18 years of age, subject to certain requirements.
This amendment supersedes Maryland Statute §12–508 and remains in effect for the duration of the COVID emergency only. A copy of the HHS announcement is available here.
Under the Maryland Statute §12–508
If your pharmacy group is a part of the CDC Pharmacy Partnership (see here for the list of participating pharmacies), you will be receiving your vaccine directly from the CDC and you will not need to register with the state. If your pharmacy group is not part of the CDC Pharmacy Partnership, you will need to register with the state to receive COVID-19 vaccine through the MDH Center for Immunization (CFI). While waiting for Phase 2 registration to open, check that your pharmacy group has at least one staff with an ImmuNet account and that your site is set up for reporting to ImmuNet.
Reporting COVID-19 Vaccinations
All administered doses of COVID-19 vaccines must be reported to ImmuNet within 24 hours per the CDC Provider Agreement and the Governor's Executive Order 21-01-05-01..
Please see the list of CDC/MDH-required data elements to report for Phase 1 (here) and Phase 2 (here).
Electronic reporting to the Maryland Immunization Information System (ImmuNet) is preferred, however, direct manual entry or flat file upload is available to pharmacies that are unable to report electronically.
The acceptable formats for electronic reporting are standard HL7 (v2.5.1 or other versions) and CSV file. Methods of data transmission can be via SOAP Webservices or SFTP.
Providers eligible to order COVID-19 vaccines through ImmuNet must report administered doses under each location’s unique Organization ID for accurate vaccine allocation and inventory reconciliation.
Pharmacies not already reporting can contact the ImmuNet Help Desk to set up connectivity and start submitting data. Pharmacies with multiple locations using the same system can submit data together in a single feed, however, each location/site will be assigned a separate Organization ID in ImmuNet.
