Housing Assistance (HOPWA)
The Housing Opportunity for Persons With HIV/AIDS (HOPWA) program is funded by the federal Department of Housing and Urban Development (HUD) to provide housing assistance and related supportive services to low-income persons diagnosed with HIV/AIDS and their families. HOPWA helps clients maintain housing stability, avoid homelessness and improve access to HIV treatment and other health care.
People living with HIV who need assistance with housing often find it is helpful to have a case manager help them understand their options for assistance. Click here to find out where HIV case management is available in your community.
HOPWA services are available throughout Maryland, however the HOPWA program is administered by different agencies as determined by jurisdiction. Links for the administering agency by jurisdiction are listed below.
- The rural HOPWA program is administered by the Maryland Department of Housing and Community Development on behalf of PHPA and serves the following counties: Allegany, Caroline, Dorchester, Garrett, Kent, Somerset, St. Mary's, Talbot, Washington, Wicomico and Worcester.
- Baltimore City Mayor's Office of Homeless Services is the HOPWA grantee for the Baltimore-Towson Eligible Metropolitan Statistical Area (EMSA) and serves Baltimore City, Baltimore County, Anne Arundel County, Carroll County, Harford County, Howard County, and Queen Anne’s County.
- The Housing Authority for the City of Frederick serves Frederick County
- Montgomery County Department of Health and Social Services serves Montgomery County
- The Prince George's County Department of Housing and Community Development serves Prince George's County, Calvert County and Charles County
- The City of Wilmington Department of Real Estate and Housing serves Cecil County
